literally sounds like an old scifi movie UFO or ray gun

4.  Receiver Mode  CW but the waterfall tells all
5.  Receiver Location  Half Moon Bay Omni
6.  Description.  Looks weirder than it sounds

Tough to be sure without a recording, but possibly a jammer aimed at KTWR.  KTWR should have been active at that time in Korean, and both North Korea and China have been known to jam a variety of signals in Korean.  However, your description is more along the lines of a Vietnamese jammer than the typical NK or China models.
