Sounds like punk music just above the noise.

S5 2143  I can make out some music but, like you said, it's just above the noise and fades in occasionally.
2144  Someone talking, almost sounds like an FM announcer.
2148  Same OM talking again and into music.
2156 OM again, 'you are listening to...' and faded back into the static.  Peaks here are getting higher at least.
2157 CW over the music? - I think this was someone tuning up.
2159 Once again OM, 'you are listening to...'
2201 SSTV, but too low to make out.
2204 Finally heard ID as Radio WEAK.

2148 Punk rock, ID and perhaps ad - too weak to make out details, more punk,

Right at the static floor, so I didn't get the ID.  S5 with S4.75 static.

Signal came up about 2153 with punk music, clear WEAK ID into program of mostly but not all punk music, fake ads, and many ID"s.  Part way through, Outhouse sent 2 SSTV (missed the first) - second was a space scene with "I miss WEAK Radio.  Outhouse Radio." some more of the program, a waterfall image of Outhouse's avatar, then to the conclusion of the WEAK relay when off at  2218.  Waterfall  image of Outhouse's avatar.

Not a bad signal considering all of the noise. I can make out the music just above and clear of the noise.
