The legal 40 CB band is still blowing up, with numerous 25615-26955 region frequencies popping up too.  Looks like the pagers have mostly disappeared.   Of course, 27015 27.015 MHz CB channel 5 is very busy

I am hearing numerous signals on 27255 though:

27.255 MHz USB - Spanish language chatter
27.255 MHz LSB - Spanish language chatter - a different QSO
27.255 MHz AM - numerous AM carriers and signals going on at once
27.255 MHz FM - FSK signal, appears to be centered closer to 27256 27.256 MHz

Also in the upper part of the band:

27745 AM 27.745 MHz AM - Spanish language taxi dispatcher YL lady with 3/4 tone burst roger beep
27755 AM 27.755 MHz AM - Spanish language
27765 LSB 27.765 MHz LSB - Spanish language freebanders, good signals
27765 AM 27.765 MHz AM - Spanish language taxi dispatch - YL taxi lady, heavy QRM from 27765 LSB
27775 AM 27.775 MHz AM - SS OM, with the theme from "The Pink Panther" playing underneath
27785 AM 27.785 MHz AM - Spanish language taxi dispatcher - YL taxi lady
27815 USB 27.815 MHz USB - Portuguese

I'm at work, but I did check a SDR near D.C and heard a few big stations on 27.555 USB. 27.385 had some activity, but the signals were very weak.
