Never heard this type of jamming signal before - the broadcast station sounds Asian so I'm guessing China is running the jammer against it?

It's some sort of religious broadcast that they're trying to jam because the station is playing "The Old Rugged Cross." The Chinese Firedrake would do a much better job at obliterating the signal, so I'm guessing the station is trying to reach Vietnam, Laos, or North Korea; I know that Vietnam and North Korea have jammed signals before.

The Siren Jammer is most frequently used by Vietnam, they also have a couple of other jammer types but the Siren seems their favorite.  And, since the station scheduled in that time/freq/day slot is the Far East Broadcasting Company, the FEBC is a religious broadcaster, and the program language at that time is Vietnamese, I am going to say the most likely canididate for source of the jammer is Vietnam.
