Heard in southern and northern California (KPH web SDR), good signal with some QSB. SINPO 34343 (more or less) at both ends of the state.
Programming was a mix of traditional Mexican crooning, Mariachi music, probably some Narcocorridos (I heard occasional automatic weapons firing in some songs, mentions of "cartel" and "Culiacan" [city currently at the center of Mexican drug violence]) and Spanish-language punk rock.
Signoff was "
Radio Independiente. Radio Libre. Aqui La Zanahoria en Escabeche." ("Independent Radio. Free Radio. Here is The Pickled Carrot.") heard 4x in male and female voices, followed by "Zanahoria en Escabeche" heard 2x in MCW, followed by a single tone sweep from ~6-8 KHz down to below 1 KHz, followed by TX off the air.
By the way, spicy pickled carrots are sometimes an optional side food in Mexican restaurants in southern California. Gringos like me know them as "hot carrots" and any taco shop worth visiting will have them.
