FSK data bursts on 6925 / Florida Pescadores

I've noticed some fsk bursts on 6925 over the last few weeks. This morning, there was one just before i heard one of the Florida pescadores. Here is a recording:

I have been hearing these also, and for the most part they have been followed by the EE pescadore traffic.  I was wondering what this was about.  The one this AM was quite loud here.
