   4625 is a permanent channel of the Russian military system The Buzzer.
Not so long ago, some liberated brave young Russian-speaking broadcaster made a festival of jokes on this station.
He was broadcasting false messages and old recordings, some music.
      I'm glad they didn't arrest him, apparently he broadcasts from outside of Russia.
