3/29/09, 6925 USB, approx. 0140 UTC, heard several minutes of punk/garage music with ID's that sounded like "Roxy Radio" (sp?).  Announcer with pitch-shifted voice saying something like "Listen to Roxy Radio", etc.  SINPO - 23211, only occasionally audible.  (N. Central TX)
