16:25 utc Just found it on 12088 khz.  Same loop same timing off an on.
12,088.5 khz - I agree - sounds like Homer again now...
I noticed the other signal (~13570 USB) is still running simultaneously.

I wonder if there are any others? -  someone possibly with considerable Tx resources?

Saw the videos; this screams military/intelligence test of some sort - unless it's just some guy with a rig that has excellent audio and he really likes how Homer Simpson's voice sounds in USB.

This exact traffic was also reported, on 8051.5 USB (reported as 8051.35 then), back in June of 2012.  I think the fact it was on at least 3 freqs at one time, at least 2 of them with 15+ kHz wide audio, would get it away from the realm of a guy who like the Simpsons with a rig that has excellent audio.

It reminds me of the "Yosemite Sam" station of a few years ago,multiple frequencies and lots of power.

I remember correctly, it was later discovered "Sam" was being transmitted from a military facility in New Mexico.
