Yes, it is kate.  From the width of the audio, I would say a software defined radio transmitter (hack 1?) is being used.

01:09 UTC - Good readable with music; about 14 kHz wide;
01:11 UTC - Station ID: Radio 48 with "listening to Mix Radio International on shortwave";
03:45 UTC - Still going strong but lots of ducting effect due to the propagation path. Sounds best now at approx 4.2 kHz bandwidth or less.
04:47 UTC - Nothing else heard. Appears to have gone off the air.
