A message to the occupants with short music and woman's voice is played non-stop.

Decent reception indoor via whip antenna at local time 1744 CET.

     Yes, Rurik Radio broadcasts such messages on 7055 +/- 5kHz.
 I recognize the operator (Stanislav) by his voice and at waterfall I recognize the strongest signal in the band. Moreover, its style and content are specific and impossible to imitate.
 As he wrote to me, the Russians tried to imitate him by spreading fake news.

The Ukrainians are trying to get the word out to the public to take shelter in the areas where they've got the Russians on the run. Stanislav  may be part of that effort.
