Halifax Nova Scotia Coast Guard on 2749.0 usb in english and french. Heard recorded msg. about traval rules when entering Canada. 03:14 utc outstanding signal no fade. Referred to as NOTSHIPS -Notices to Shipping.

According to the Radio Aids to Marine Navigation (2022) this was either VCS, VCF or VCO.
