I have it with a fair signal.  Talking about Yogurt economy.  Liberty Radio network talk about part 15 radio.
Just check the web site LRN.FM, some discussion of broadcasting on FM band.  But, no much of regulations or requirements.  It sounds like you set up the station and you have the problems.
