Very good reception, Spanish service.  Frequency is not listed on any database I checked at this hour.  RRI's website lists Spanish at this hour on 9500 and 7235 (I can receive both.)

Some kind of mistake? HFCC doesn't have them for that frequency at any time, and I'd take it to the bank that they wouldn't transmit where they haven't coordinated with HFCC. Did it last until 2100 (well, 2056 or so)? You should check to see if it repeats tomorrow.

Stranger yet......

Did not listen until 2100 utc on Feb 13.  However,

Feb 14, 2023   1857 utc  9780 AM  Unid language and station on the Tecsun H-501x
Searched Radio Romania's transmissions online.  Found a Romanian service on 11820.  Broadcasts on 9780 & 11820 matched.  Went to the Milford, PA sdr and can see a broadcast indication on 9780.  Time for an email to RRI.

2100 Transmission on 9780 still matches 11820 in Romanian

Moldova is expecting trouble from Russia. Moldova was part Romania from the fall of the Tsar in 1917 until the Red Army took it in 1944. After the end of WWII Moldova became part of the USSR. When the USSR collapsed, Moldova declared independence except for a small enclave called "Transnistria" along the Ukrainian border. It calls itself a state but no one recognizes as such except for the Russians who have about twenty-five thousand troops there.

The Moldovan govt. collapsed last weekend and the folks now in temporarily in charge are worried Russia and it's allies are going to make a move on Moldova. As the language of Moldova is Romanian, I suspect that's why RRI is on the extra frequency.

Explanation but not one that makes, sense.  At least it is being forwarded to technical staff:

"Hi Dean,

Thanks for sending this message.
We can't say for sure how you are able to pick up the Spanish broadcast on 9780 - our frequency for Western Europe is 9770 for our one-hour broadcast starting at 06.00 local time, so this could be an explanation. You could try to tune in to this frequency at the specified time to see if you can pick-up our English-language programme.

At any rate, we are grateful for this piece of information. We usually relay any technical feedback from our listeners to our technical staff who monitor the frequencies, so let us know if you notice any changes in the future.

All the best,
The English Service, RRI
