Now that I copied "RDL" was able to find this thread, CIS NAVY mentioning the same frequency, RTTY and RDL identification in FSK CW.

Caught RDL this evening with its full FSK CW message. 13558.00 KHz 02NOV23 01:25z Airspy HF+ Discovery 60ft SE/NW longwire.

RDL quite strong here this morning and splattering multiple images of itself across the 22 meter band. 13558.00 KHz 07JUN24 13:38z

Pauses for about 10 seconds then comes back with FSK CW and back to RTTY
