05:22 UTC - Loud and clear on the University of Twente Wide-band WebSDR;
05:23 UTC - Transmission ended.

Seems to be Russian MFA Moskau with its "Mazielka" X06.

Selcall to embassy for following transmissions in either Serdolik, Perelivt or OFDM-45 on another frequency.

That signal is precisely what I heard. I had looked on Priyom for the frequency and had come up empty. I guess I was looking in the wrong place. Interesting proprietary selective calling system.

I played the audio recording back through Spectrum Lab for analysis and the tone sequence matches.
