I'll repost this here. The only response in original thread in Utility I got was "CH# 1629 COASTAL TX" from N2MLP.

Repost:

Robo foreign YL voice, didn't sound Spanish. Seemed like a Volmet type transmission.

S6 signal, very good copy. Off at 2017z. Need some help IDing this one. It was an interesting transmission.
No luck looking up online. I have a recording I can email.

Hi.

You won't get any serious hint without a sound file - to identify the language. A "robo foreign YL voice" could be everything as there are a few stations listed:
