SIO 222 at best, tentative ID based on east Asian sounding music (at times reminiscent of the Firedrake) and speech that I took to be Mandarin. Most schedules list Radio Kuwait Holy Quran on this frequency and time but Eibi lists CNR 17 in Mandarin, and this definitely doesn't sound like the Islamic preaching you typically hear on "Holy Quran" transmissions. Heavy QRM from Voice of Martyrs on 11620, which is much stronger here, so listening in USB mode.
