Based on its on and off behavior, I'm going to say this might be related to the sporadic carrier I've been seeing and mentioning on this forum: https://www.hfunderground.com/board/index.php/topic,127734.0.html

Saw a carrier on the waterfall then heard very weak music for 30 secs or so, now nothing.
