Found while scanning the bands, first time catch for me. ID via Eibi schedule, from where I found the following link from none other than Rob Wagner. The info there is a bit out of date, but the gist is that this is operated by veteran clandestine Burmese journalists covering Myanmar. Eibi says the tx is at Tashkent and that this is their only broadcast on HF, 1200-1300 UTC. Signal is about SIO 232, and features a YL and OM in a news reading format.
