I could only get some information from the first sound fragment. I think it is a relay from a FM Pirate station at 95.10 MHz. He talked about "Studio Vayèn". They are raising funds for a nine year old girl who has low-grade pontine glioma.

On https://piratenopname.nl/streams there is a station called "Studio Vayen Donatie Voor Medicatie" (Studio Vayen donation for medication).

I found this information with help of the phone number 06 44004420 mentioned in the transmission. This phone number is also used by Radio J&K, that uses this frequency of 95.10 MHz.
