0038 S9+30 known voice  comments on the work of the Kino team, Trolejbus  Kino
-  this looks like Music Wave Radio,they've been silent on 3940 AM lately
     They use archived Russian Internet resources (stream), just like MWR and Radio Rossii do

-- Thanks friends listed below! I didn't sit around any longer to wait for some identifier.
 This is a very active RU FB band called "troika". So far, none of their stations has broadcast a music program for so long, and I know: Bretania UA, Mirage UA, Priboj Tambov RU, Budilnik RU and many others, but this was none of them. Your entries indicate the Moscow region and the good quality of the signal is surprising. Today 3200 and 3940 are silent.

On Scandinavian SDRs (Mala, Sweden and Turku, Finland) it's very, very loud @0130 but definitely Russian or Ukrainian (I can't tell the difference), there's another not quite as loud and reverb talking on 3080 but quickly off.  Plenty of others as well, but talking rather than music, 3000-3200, like the Greek and Russian ones above 1660 that seem to be extremely lazy pirates whose only programming is stream of consciousness.

Big into SWDX late 70s through early 90s, then forgot about it and when I returned via SDRs it wasn't at all what I remembered, but I'll deal with it. Grumble, grumble. All SDRs acknowledged, nothing is from my own radio.

I think this signal came from  another transmitter in the Moscow region.
