Found Radio Cairo here with actually listenable audio in Turkish as of 1720 UTC.  Distortion still present
but far better than my last time hearing them some months ago.

Cairo has been utter worthless garbage for 2 plus decades on SW. One day I heard their russian service, it sounded like aliens were taking over as the transmitter was fleeing before our ears
