China Radio International (Mongolian?). Xianyang, CHN transmitter. Good signal into EM80. 58+40 with slight static.

0010 UTC - OM speaking Mongolian (?)

PBS Xinjiang (Kazakh) is also broadcasting on the same frequency from Urumqi, CHN with 100 kW. CRI is broadcasting with 500 kW making it more likely.
Not sure which language is being spoken..
