According to short-wave.info should be SOH out of TWN. However sounds like Russian being spoken.
World's Last Chance/WBCQ. Portuguese. Monticello, ME transmitter.

Strong signal into EM80. 59+50, sounds like a local FM station! (no wonder.. ::))
