Sounding like a South American based upon the fading and flutter.
Just checked an SDR in Buenos Aires, Argentina; much stronger there. Surely a South American. Likely AD149 based upon the frequency and time of operation.

0101 - Male vocals over backing band.
0124 - Carrier off. (No ID.)

yes is AD149, also received  his signal, with music SIO 232 some low signal here in Bogotá
