I've heard this a few times. It seems to occur daily. The weather report is normally approximately 15 minutes long and starts at 0100 UTC.
Weather predictions for sectors of the Mexican coast with windspeeds, cloud cover, etc. in Spanish. In English, we would call this the "marine forecast." There are breaks in his transmission where you can hear his microphone hum go silent, so basically he just unkeys his transmitter in between sections of the forecast.
Here is a recording of the final 3 minutes (approximately) of tonight's forecast. Note that the op is using a transceiver and at the end of the report, a fisherman/Peskie will ask a question and the op answers. (This seems to happen every night.) Transmission schedule and other details given at ~2:00 in the recording but I can't understand all of it. (Sorry about the QRM.) I believe that he wishes his audience "good fishing." Then the fishermen/Peskies that have been listening will thank him and some will call each other.
