Not sure if its a pirate or not (although if its on 1710 it technically is) but I'm hearing someone playing hip-hop music fading in and out with the TIS station and Celestial.  Can't get it to stay long enough to get any ID

While I'm am still trying to get an ID on this, I'm pretty sure I just heard the TIS station giving precautions to take during the cold weather.  One of of the tips was to turn off all air conditioners.  Really?!?!?
