So, if nothing blocks the beams, in theory, your program could be traveling for light years. So, who, or what, is going to hear that? Who knows, but it's neat to think about. “ Interesting “ , but probably just a gimmick.

A laser light “ circle “ will eventually spread infinitely in size , at lower and lower energy level.

I would hypothesize that it would eventually spread out in an essentially zero energy state and essentially
“ disappear “ by being washed out over a nearly infinite distance.

FWIW, a cheap laser pointer is around 6-10’ in diameter at maybe 1/3 of mile- did it years ago.

 A interesting marketing gimmick though.

The radar pursuit is quite “ unique “.
 
Some folks may not be too fuzzy about such an installation being in the hands of a private owner.

Although Al eventually got through his pirate “ phase” and got a valid SW license ( through big long lawsuits? ) , I am not sure how fuzzy “they” would be to give him a radar license  - which this type of installation might require.

There may be certain “ things “ that they might want to be kept in a controlled environment.

I have developed this opinion through a small to moderate  degree of personal experience.

 Well, don't forget that NASA has proposed sending a small probe out to Alpha Centauri, where it will use a laser to beam telemetry & data, back to Earth, from 4 light years away. So, considering that, it would be more interesting for ET to listen to than the other signals that radiates out into space currently, at megawatts of ERP, RADAR.

To me it isn’t a question of whether ET’s exist or not.FWIW, I have not seen enough definitive “ proof “ to say that they  definitely exist.

But in GENERAL, I am not so sure that the “ powers that be” would be really enthusiastic about a private citizen having space surveillance capabilities.

Perhaps they may not like someone
“proving “ ( or disproving) ET either.

My GUESS would be they may not be too fuzzy about a private citizen having the capability to observe classified activities.

Just spitballing on all of this, can’t say for sure.
