A strong signal outside Asia is normally an indication that it's mainland Chinese jamming with CNR1 programme instead of Sound of Hope.
If you have problems to understand the Chinese IDs, the best way to know if it's CNR1 or Sound of Hope are time pips at the top of the hour. Sound of Hope never transmit any time pips, so if you hear some it's CNR1.
