I logged them at sign-on on 9820 with carrier up just after 1659. I was unsure who it was but seemed pretty sure the language was Russian. Got confirmation from other folks that it was WRN

Apparently, they're testing on this frequency this week? Anyway, I've been listening from 1845 UTC today past 1900 UTC on 9820 kHz today (Nov. 19), and it's coming in well (SINPO 54433 overall) here near Seattle with music and talking in Russian.
