Likely freebanders, 2910 kHz USB and 2920 kHz USB are well-known pirate / freebander frequencies for Russian speaking stations using sideband equipment (vs. the AM guys in the 3.000 MHz to 3.3 MHz ballpark, although there's plenty of SSB activity in that area too).

Noted a "wandering" carrier on 2916 kHz...causing very annoying 1000 Hz tone on frequency, not sure if this is another "trioka" transmitter or if its something else that they aren't noticing.
