After reading an article on SWLing Post about a mystery station on 8101 USB I've been trying to catch this with my SDR with no luck, but finally heard it this morning.  Was able to hear the female broadcaster along with a music/melody bit in the beginning and later near the end that matched the pattern of the sample in the post.

The article mentions station possibly qualifying as a SWBC broadcast, but posting it here as it seems more like a utility for now.
