It was Winter 1985, when I heard the Allegany Co., NY sheriff call for someone, who was stranded, on CB CH9. The sheriff station called itself The Belmont Base, and used reverb in the audio and no doubt had their CB antenna on the building-mounted 100ft dispatch tower. After that, I remember folks calling for help on known local CB channels 14, 12, and Highway CH19. Even I answered a call for a logging accident in Angelica, NY, that later made the local news. Ahhhhhhhhh, the memories...
The best two statements of advice that I've ever gotten are from my brother-in-law in the early 1990's. 1st one, when I bought a used '89 Olds Cutless, my bro-in-law said, "Congratulations!!! You've just bought a deficit!". The other, was on a work environment, " No matter where you go, it's going to be f***'ed -up!". No truer words have been spoken.

I've never heard Channel 9 being used at any time, and I used to be on the CB a lot in the 80's and early 90's, even if it was just monitoring. If I ever did hear anyone on it way back then, I don't remember. Our State Patrol used to have CB's in their squad cars and they'd monitor Channel 9, but I doubt that's been done for at least two decades.

I think nowadays it's all cell phones, 911, that sort of thing. No need for Channel 9 anymore I guess.
An AM radio Boombox DXer.
+ GE SRIII, PR-D5 & TRF on MW.
The usual Realistic culprits on SW (and a Panasonic).

Back in the day when it was monitored (mostly by REACT), there was a lot of need for assistance during snow storms. I relayed a few calls that the REACT base stations couldn't hear. The local PD next town over also used Ch 9 as their car-to-car chat channel. Heard lots of interesting things.  ???

Channel 9 is still an emergency channel according to the FCC rules. When skip is in it is a favorite of the Mexican CB'ers and a good indicator of propagation.
