I feel like I have heard those melody (or melodies- seems to be one). Very, very old timey and European sounding like from a toy.

Sounds a little like (it's a small world after all) old kids song!

Almost reminds me of the digital mode ROS, which is usually heard on frequencies like 27.635 MHz (USB mode and also FM mode).

It has also been heard on CB channel 24 and CB channel 25, which are 27.235 MHz and 27.245 MHz, respectively.  Those frequencies are usually home to regular AX.25 packet radio though.

I've noticed it on 26.875 MHz FM, 26.885 MHz FM and 26.895 MHz FM as well when the band is open to Europe.

However...what you're hearing sounds more like an audio recording on a loop.  Interesting stuff.  Plus you're hearing AM mode signals, 27.055 MHz AM.  So that's CB channel 8 AM - 27055kHz 27.055 MHz AM.

Videos of ROS digital mode digimode on 11m / 27MHz:

27.635 MHz FM - received on the East Coast of the U.S. using a handheld scanner/receiver:

27.635 MHz USB - ROS digital mode, plus data bursts on 27.640 MHz FM - received via UK based SDR:
