they were Testing a Glonass satellite.
It caused the ephemeris to corrupt on all the satellites.
the Command station had to upload the data to each satellite as it
became visible to the command station, a slow process.
I work for a company that repair / service survey equipment for a swiss
company in Australia and we had a lot of support calls during the
morning when the satellites went down.
 
The Glonass website had the information there for all to see.
 
it wasn't until the afternoon that there was enough satellites to be
useful.
 
GPS L1 and L2 are a pain as the constellation some times drops to only 3
or 4 satellites for an hour or two, that lack of satellites slowly
drifts in time from afternoon to morning through the year.
we have to advise customers using only GPS to take a break around that
time, ( good for them if it's close to lunch) you need at least 5
satellites for a good 3D fix.
or we tell them to upgrade to a GNSS system
that will work with GPS L1,L2 and L5, Glonass L1 and L2 and Galileo, if
it ever gets to operational status.
