Heard via Twente with fair signal. They repeatedly ID'ed as "Voice of the Islamic Republic of Iran" & not as "Voice of Justice" as they do for the North American service on 11780//13650 3:20-4:20. Is VOJ only for N.America?

That has been my observation for a few years now. VOJ seems to be targeted at North America---VOIRI seems like a "VOJ Lite" version of the broadcast. In terms of audio quality, frequency choice and hours, I am not sure how much "justice" they will extract from North American listeners.
