Taxi lady, Spanish language.  Fair signal strength.  Possibly Mexico City due to the alphanumeric taxi cab IDs heard.

25875 kHz AM 25.875MHz Taxi cab YL Spanish language SS

25.875 MHz is Channel 22 "down three bands" - or Band A, channel 22 on the standard 6-band 240 channel export radios, and the more modern 25.615 MHz to 30.105 MHz export radios / 10 meter radios.
