Received via W3HFU KiwiSDR receiver.  Fair to weak signal.  YL taxi dispatcher lady.  Spanish language.  Presumably coming out of Mexico based on accent and band conditions, but could be elsewhere in Latin America.  Frequency 27805kHz 27,805 AM 27.805.0 MHz AM

CB radio channel 35 "up one band" 27.355 MHz - 27.805 MHz (Band E) or high band upper channels high channels.
