Frequency:  27985kHz 27985 AM 27.985MHz AM Channel 11 up two bands ("Band F").  Two-way land mobile like qualities, possible taxi cab dispatch radio type communications, or could be truckers / trucking company comms.  Similar uses have been logged on this frequency previously. 

Received via W3HFU receiver.
