RU taxi cab dispatcher, very strong signal.  She keyed up and I could hear a phone ringing and a text message notification chime in the background.  Slighter wider FM deviation compared to the Russian taxi cab radio system just 10 kHz down on 26.525 MHz FM. 

Received via the G8JNJ SDR receiver located in the South West UK.
