Nice catch!  I've heard RWM only twice, on consecutive nights this summer.  I QSL'd them via their e-mail address, or tried to.  No response as yet.

13:20 UTC - 10 Hz pulses standard time intervals;
13:30 UTC - unmodulated carrier;
13:38 UTC - transmitter off;
13:39 UTC - CW ID: RWM;
13:40 UTC - 1 Hz pulses;
13:50 UTC - 10 Hz pulses;
14:00 UTC - unmodlated carrier; signal starting to fade;
14:08 UTC - transmitter off;
14:09 UTC - CW ID: RWM;
14:10 UTC - 1 Hz pulses;
14:20 UTC - 10 Hz pulses;
14:30 UTC - unmodulated carrier; signal level now S3 ~ S5 but still good and readable;
14:38 UTC - transmitter off;
14:39 UTC - CW ID: RWM;
14:40 UTC - 1 Hz pulses;
15:00 UTC - standard time intervals continue; signal level now S2 ~ S4 and still readable;
15:20 UTC - standard time intervals continue; signal level now S2 ~ S3, continuing to fade but still readable;
16:00 UTC - standard time intervals continue; signal level steady at S2 ~ S3;
16:45 UTC - standard time intervals continue; signal level continues to fade and is now barely above the noise floor and poor;
17:00 UTC - transmission is barely audible;
17:20 UTC - transmission is unusable.

12:08 UTC - WWV's (15000 kHz) audio sweep test heard across the frequency;
12:09 UTC - CW ID: RWM;
12:10 UTC - 1 Hz pulses.
