He won't be laughing the first time he washes his hands after that.  Been there, RF burns are nasty, even through gloves.  MW somewhere around 5-50KW I would guess.  A lot of the old soviet block stuff was overbuilt from whatever was handy.  Just because they used 500KW insulators, doesn't mean there is 500KW of RF there.
