Just a CW broadcast and I'm not sure who it is this is the decode from my fldigi program. Seems to be a two minute cycle so far.

Here also at 2349 UTC. Able to make out the KVR part 'cause I wrote down the code 8) Signal was quite good and cut right through the noise.

Checking the SDR recording, I heard KVR from about 2240z. Not super strong, but as it was CW it did indeed cut through the noise.
