Mainly FM here but I don't think the FCC is in any way part of the solution, rather, it's the root of the problems.

These problems were set in motion in ~1986, when the FCC stopped requiring stations have full time engineering. That's the same time the merger-mania started. I was working at an FM station [now WRAT-FM] & was promptly moved over to part time, then contract/on call/per call. Granted that Broadcasting is in no way the same as it once was, but since that time, the internet [which the FCC illegally grabbed & reclassified] offers streaming & other media CHOICES which is eating the NAB's lunch & in some cases dinner too. AMBC is dying off because of the high operating CAPEX vs. low audience revenue... Now the FCC is proposing "repacking" other broadcasters, since DTV hasn't recouped the BILLION$ it cost to obey the mandate...

Personally I enjoy the fact that most of the pirates, to their great credit, are very technical & wish not only to be proud of their content but also of their signal/audio quality. However, that's not what will get you a license anymore! Now that their budget has been deeply cut in 2015, the big government FCC is trying to crimp off Free Radio, by raiding/seizing & prosecuting not only the pirates but also the landlords...
Sad gasp & grasp IMHO:

So let them clamp down on the educators that teach how to construct and use radio equipment <engineering>!?  Also they would have to clamp down on any magazines and/or books, old and new, that are published that might deal with said education...

That being said...

I am the type of person that when a person asks a question that I might know something about...  I will give them an answer (more of an opinion really).  They, the person that asked the question, is free to use the information I gave or they can use other information they might have... it's called 'free will'.  I do this in the fashion of giving information in a free manner in the advance of the subject matter... and for NO other reason. I see the world in the same light as I did when I was on the University of Maine campus as a student.

The fact is that all the information that is needed is on the web, be it how to make a transmitter or even how to make bombs.  Yes bombs.  

The only reason this bovine scatology is being tossed around is because of the big business radio corporations and the 'record' industries. I've listened to corporate radio and I find it very lacking in many ways;

1) record sales.  If record sales are down perhaps it's because the music is pathetic or the damned radio station doesn't give the name of the artist before or after the song has been played.  Many times I have had to ask my daughters or grandchildren what this or that song is so I might buy a copy.  And they have to ask me what is the name of the artist of an oldie so they can buy a copy for their collection. Think about it....

2) Most of the 'so called' radio personalities are from the bottom of the barrel, there are no more Murry the K's, Alan Freed's or Joey Reynolds etc left in this world... why?  Because folks like them don't work for minimum wage and corporate radio only thinks about the bottom line ie; quantity not quality.

3) Corporate radio is paranoid. No need to explain this fact because it is obvious.

I think the American people would be better served for the Federal agencies to seek out the people that want to kill us and not get all nerved up about a low power radio station playing tunes to impress his/her friends.  If he/she is causing interference then that is a totally different issue.  

If the RIAA wants to bitch about copyright listen up.  by playing a tune on the radio it is, in fact, a form or promotion.  If one song is sold because of a pirate... where is the problem?  Prove to me that hasn't happened? I know as a fact it has mostly songs that never seems to get into commercial rotation.

Now comes reality:

Shortwave radio is in the final stages of dying, sorry SWL's but it is true.  There is no reason why there can't be a section of short wave frequencies that can be left open for 'pirate' operation.  If this isn't done then soon the only thing that can be heard on short wave will be Amateur radio and OTHR signals.... maybe that is what they have planned for...  This was done for CB'ers so why not the pirates?  Cb'ers are left alone so why not the pirates?

Finally...  The FCC would do the people a bigger service if they would get these part 15 devices under control.  I like to check into the 14300khz maritime mobile net but some butt head has powered up a device in the past few months that sends out a massive crappy signal right on frequency making it impossible to hear anything on that frequency and it has garbage harmonics up and down the band... it's not constant but it seems to be there when propagation is at it's best for my QRP station.

There is more to this rant but I need to have a lay down... my syringomylia pain it getting to me...

PS. I don't, and I never have, encouraged anyone to operate a pirate station...  It is their free will that commands them to do so.

Maybe they should charge Dwight D. Eisenhower for aiding and abetting... many radio pirates...
by creating the Interstate Highway System.
 
Yeah, he's dead now, but his legacy continues to aid and abet radio pirates,
to this very day....

Now that I have rested...

I need to say that I do not watch TV and seldom listen to commercial radio.  I do listen to a lot of internet radio from other Countries but seldom the commercial ones.

I watch old Movies (the out of copyright ones) and old time radio shows.  That being said... I do point my web browser to archive.org to find some goodies that fall into my interests.  Yeah most of the movies are bad some really bad but I watch them in the character of Crow T. Robot.  Brew in one hand and spitting out commentary of said movie(s)...  And a good time is had by all.... ;-D

I am an Amateur Radio Operator  but that only happened because I needed the ham license before I could get my Army MARS license.  I seldom work ham radio but when I do I want to talk... none of this "hi hi yur 59 73 om card by ..."  BS.  I seldom do 'pile ups' but sometimes I do but only to show up the kilowatt guys.  It burns their butts to have the DX come back to a 5 watt QRP station and not their kilowatt multi band blaster.  I get a 90% return on the DX... there's a trick to it...

I remember the 'good old days' when I could log 20 to 30 spy stations a day without working up a sweat. <sigh> In the winter time I used to heat the shack by the receivers and transmitters alone.  All tube equipment of course, I don't miss the electric bills tho.  The 500 foot Vee beam pointed into central Europe helped a lot...  The full sized 40 meter vertical on the hill and the 130 foot dipole feed with open wire line to a Johnson match box for local comms.  But that was yesterday, I'll have none of it today.

Today all of my radio equipment must be able to fit in a 'carry on bag'...  I flew in from Atlanta with my guitar and my well worn carry on...  Laptop and radios in a bag... clothes?  Who needs them!  Next planned trip will be to the other side of the world...  Lots of spy stations there. Got to figure out which guitar will be in the cabin with me...  the SG or my ages old flat top... hmmmmm....  but the radios come first.
