S9 here in south/central NY. BBC world service broadcast. But at this freq? Is this a pirate rebroadcasting?

Listening off and on since 0007.  Barely audible.  Enough came up at 0048 to tell it was the BBC, then barely above the static floor again.

23.41 UTC first audio detected, music by female singers, talk then
23.50 UTC talk about ???, constitution was mentioned
00.03 UTC station ID as BBC World Service, news continued
00.18 UTC obviously e-mail given (but verified only thanks to HFU log)
00.20 UTC still talk, but illegible
00.38 UTC OM talking
00.50 UTC male announcer reports, interview
00.53 UTC 2 men talking
00.56 UTC reporter
01.01 UTC talk and announcements, music part
01.03 UTC e-mail given again, dark voiced OM, sign off

Had this station on my Perseus SDR tonight, unfortunately quite weak,
SINPO 11221, but anyway audible in NW Germany. Thanks for that show,
