Not sure who this is, but they are off frequency by quite a bit, with a very obvious carrier.

after a few minutes of listening today at8/13/16 0426, i was finally able to pick out some audio on this.
its a spanish speaking OM.
just had to wait for the right time for 1380Khz to fade down and 1379.73Khz to fade up, listening in LSB @ 3Khz bandpass
