I am hearing this on the San Jose, CA KiwiSDR.  I believe Rainy is up around 6626.3? Or does it sometimes drift down here? I checked the SDR's accuracy against WWV, and it seems to be fairly close, certainly not off by 1 kHz.

This UNID beacon is still on the San Jose SDR at 1009z on 13 Oct 2016, when it is dark. I think Rainy and Rocky are daytime only beacons? So it must be something else.
