Isn't this the same as what I recall reading about from the '90s?  Right along with the announced phone number and location...  the op was broadcasting from a group home of some sort.  It's in Andy Yoder's books...  (I thought it was 'The Voice of the Pig's Ear' but maybe that was something else)
