I've logged this station a few times this summer.  See this post: http://www.hfunderground.com/board/index.php/topic,357.0.html
According to other online logs it may be Eritrea, possibly from Sudan.

There are several sources I check online.  The EiBi site is popular but apparently has not been updated since July 2008:
http://www.eibi.de.vu/

Another source that's not organized as a schedule but up to date and can be searched is the Shortwave Central blog:
http://mt-shortwave.blogspot.com/

Hope this helps.
That li'l ol' DXer from Texas
Unpleasant Frequencies Crew
Al: Palstar R30C & various antennae
Snoopy: Sony ICF-2010
Roger: Magnavox D2935
(Off-air recordings.)
